Parliamentary Service

The Parliamentary Service is one of the two parliamentary agencies providing support services for the running of Parliament. (The other, outlined above, is the Office of the Clerk of the House of Representatives.)

The Parliamentary Service was set up in 1985 to provide administrative and support services to the House of Representatives and Members of Parliament. The services include:

providing Members with offices, secretarial and personal assistance, members’ and ex-members’ travel, research and information services, catering services
looking after the buildings and the way they run including security services; and all the administration associated with these things.

Parliamentary Service is headed by the General Manager who is accountable to the Speaker (as the Responsible Minister for Vote: Parliamentary Service). The Speaker also chairs the Parliamentary Service Commission, a statutory body comprising representatives from all the parties with Members in Parliament. That body works with the Speaker in deciding the services the Parliamentary Service will provide, and the general policies to be applied.

Membership of the Commission comprises:

  • the Speaker (its Chairman), the Right Hon Jonathan Hunt
  • the Leader of the House, Hon Dr Michael Cullen, or his nominee\
  • the Leader of the Opposition, Hon Bill English, or his nominee
  • a member nominated by each party represented in the Parliament.

There are currently 10 members on the Commission. Formal votes on the Commission are cast on a proportionate basis reflecting the number of members each party has in Parliament.

The Parliamentary Service and the Parliamentary Service Commission operate under their own Act of Parliament – the Parliamentary Service Act 2000. Parliamentary Service is the largest employer in the parliamentary complex, employing approximately 350 people on site and another 220 people (out-of-Parliament staff) in the regions.
