Endorsing good governanceFormer New Zealand career
diplomat Gordon Shroff says – not only is good governance the number
one long-term development issue for the Pacific Island countries –
it is also an approach Island governments have signed up to. New Zealand should continue to assert its values in favour of good governance in the Pacific, says Shroff. He knows of sensitivities and differences in emphasis on good governance issues in Melanesian and Polynesian countries – but still expects New Zealand to assert its values, both because it believes in them and because it is in the long-term interests of all Pacific states and their peoples. He says the security of its Pacific neighbourhood matters to New Zealand interests in a number of ways:
Shroff’s experience in New Zealand political, development assistance and immigration policy to the Pacific Islands started during the independence movements of the 1960s and only formally ended this year, by which time he says countries in the region had become much more interdependent and the issues they face were more complex and fast moving. The governance issue is long term, needing education and time, he says. Published 3rd qtr, 2003 |
