Reintroduce Pacific Islands Industrial Development Scheme (PIIDS)?

The PIIDS scheme, used by NZ to help develop Island businesses in the 70s, could help now says Gilbert Ulrich, representing the NZ Pacific Business Council.
He made this suggestion in a 26 February 2006 Sunday Radio New Zealand discussion with Chris Laidlaw.
The PIIDS scheme initially focused on Polynesia.

by Anthony Haas, who authored "New Zealand and the South Pacific" in 1977 to inform New Zealand about trade and investment opportunities they could pursue under the PIIDS scheme.
